Regulatory Information

Your Gateway to Certified Expertise: Compliant and Accredited Food Handler Training!
County Approval
Maricopa

Developed and administered in conformance with ASTM E2659 – Standard Practice for Certificate Programs.

ASTM E2659 Compliance Statement

This certificate program has been designed, implemented, and maintained in accordance with the requirements of ASTM E2659 – Standard Practice for Certificate Programs.

The program follows ASTM E2659’s framework for:
• Defined learning outcomes and measurable objectives
• Valid and reliable assessment aligned to learning outcomes
• Documented recordkeeping and certificate issuance procedures
• Periodic evaluation and continuous improvement

Each county has its own Environmental Health Department responsible for food safety enforcement under the Arizona Department of Health Services (ADHS) Food Code.

  • Maricopa County has the largest independent food handler approval program.

  • Other counties (like Pima, Yuma, Coconino) often defer to ASTM E2659-accredited food handler cards but can approve local training if equivalent.

The Arizona Food Code (R9-8-119) states:

“A food handler shall complete a food handler training course and obtain a food handler card from an ANSI-accredited provider or a provider approved by the county health department.”

Arizona accepts ANSI/ASTM E2659 accreditation as a guaranteed path to compliance,
but also allows direct approval by county or state authorities for equivalent programs.
Therefore, a course does not need ANSI accreditation if it receives county-level approval.

No. Other state’s food handler cards are not valid in state.

Q: I am a restaurant manager and have a valid Manager’s Food Safety Certification pursuant to existing state law. Do I need a food handler card?

Q: I just obtained a food handler card for my current restaurant employer. However, what if I get a new job in another restaurant, do I need to take the test again?

An example of acceptable records would be to maintain copies of the employees’ food handler cards at the food facility.

Q: What documentation is the employer required to keep?

Under this law, employers are responsible for maintaining records documenting that each food handler employed by them possesses a valid food handler card.
