Regulatory Information


The Department of Liquor Licenses and Control (DLLC) oversees the regulation of liquor manufacture and sales within the state of Arizona. DLLC consists of the State Liquor Board (Board) and the office of the Director of the Department.

The Board comprises seven members appointed by the Governor for three-year terms. It has the authority to grant or deny license applications, establish rules, and conduct hearings and appeals related to administrative disciplinary proceedings involving licensees.

The Director, appointed by the Governor, maintains a list of licensees, collaborates with law enforcement agencies on liquor law violation investigations, oversees an investigations unit, gathers evidence and issues subpoenas, issues cease and desist orders, inspects licensed premises, seizes wine falsely labeled as Arizona wine, and sets standards for training courses on handling spirituous liquor and liquor laws.

Arizona is a "license" state, where liquor licenses are issued to qualified individuals for the production, distribution, or sale of liquor to the public. Other states operate under a "control" model, where the state manages liquor warehouses and retail outlets.

The DLLC is organized into two main divisions as per the DLLC website:

  1. Licensing and Administration Division:

    • The Audit Unit ensures liquor-licensed establishments maintain the required food-to-liquor sales ratio.
    • The Budget and Finance Unit distributes fees collected by DLLC to the General Fund and designated state agencies.
    • The Licensing Unit issues liquor licenses and assists licensees.
    • The Compliance Unit oversees the dispute resolution process as an alternative to formal hearings.
  2. Investigation Division:

    • The Investigations Division ensures compliance with Arizona liquor laws through educational courses, routine liquor inspections, responding to public complaints, and training law enforcement agencies on liquor-related law enforcement, including the Covert Underage Buyer (CUB) program.

The State Liquor Board operates independently from the Director and the Department. It reviews license applications that receive recommendations of disapproval from local governing bodies, public protests, protests from the Director, and appeals from the Director's decisions.
